There is one hostel in Juneau, and maybe a facility or two in Sitka and Ketchikan, but that's about it. To really "see" the area, you'll need to either bring a budget for B&B's, know someone to stay with, or bring your own housing as I do with the Can Can... A good number of less affluent tourists do visit SE Alaska, however. There's plenty of space to camp, kayak, etc... just be sure you know what you're doing and are fully prepared for being a "tourist in bear country"...
